The Mischief of Modernism and the Hubris of Scale
“Make no little plans, they have no magic to stir men’s blood. Make big plans, aim high in hope and work, remembering that a noble, logical diagram, once recorded will never die, but long after we are gone will be a living thing, asserting itself with ever-growing insistency.”
The famous quote of Daniel Burnham two years before his death is a rousing bugle call to think big and build big. A half century later in the apotheosis of postwar optimism, planners and architects in the richest economy ever found their blood stirred by magic and found that for once big bold visions could actually be built.

And they screwed up, because as the architect Jack Hartray noted, the mischief of High Modernism was that they felt they knew everything and could predict all future needs. Hence the full-floor air conditioners in Mies van der Rohe’s 1971 IBM Building, now a hotel. No one is good at futurism, even the recorders of noble diagrams. Circumstances change.

Modernist plans like University of Illinois at Chicago or the Air Force Academy in Colorado Springs have suffered similar alterations as the all-encompassing original designs proved too specific for the passage of time or human patterns of use.


Every real place that is built and exists for a couple of decades evolves through patterns of use, changing technology, changing needs, tastes and a mountainside of externalities. I argue that iterative design is more efficient and practical, despite lacking the magic and well-stirred blood.

The food truck is a great example of iterative design that starts small and then gets bigger, stirring a little more blood as it gets a sense of what works and what doesn’t and as films and life have shown us, the lowly food truck may well become a Michelin-starred restaurant one day.

I was thinking about this as I read through the final report of the Facility and Land Stewardship Task Force for the Institute of Texan Cultures, which I served on. This Institute was created a half century ago as a re-use of the Texas Pavilion from the 1968 World’s Fair here in San Antonio, Hemisfair. The huge Brutalist structure is aging, and it sits two miles distant from the rest of the downtown campus of University of Texas San Antonio.

Of course, the original big plan in 1970 was to have the whole UTSA campus right next to the ITC in Hemisfair, but it went out to Sprawlland instead. The Institute of Texan Cultures is basically an ethnographic museum supplemented with rotating exhibits on a variety of subjects and gets half of its admissions during the annual Texas Folklife Festival.

Now, our Task Force was told we were not talking about the future of the building but rather the institution. To contradict that point, they opened with a review of various studies of the ITC building which illustrated that it could never reach American Association of Museum (AAM) standards and would cost $50 million* to fix up anyway – not that we were talking about it.

The Task Force actually ended up talking about how they would like to preserve the building, although that thought was mangled in the final report. It was clear from our several meetings that the Institute itself needed to be smaller and more connected to campus, and we accepted the premise that we weren’t talking about the future of this particular building.

I raised the food truck analogy in our second meeting and specifically asked if there was an iterative design process possible. Maybe restore the Institute bit by bit instead of all at once like a mischievous Modernist. The question got lip service but again, is absent in the report.

SO, a High Modernist building designed to become a museum during the era of big bold plans is now threatened because 1. It needs to be smaller and elsewhere; and 2. It would cost a fortune to upgrade something that big and bold. Dissonance, anyone?

But it isn’t just modernism. Every 19th century opera house and 1920s vaudeville movie palace was overwrought. Beauvais Cathedral collapsed like a Gothic Babel. There is a hubris in going huge. World’s Fairs and Olympics and even sports stadia are exemplars of the Sunk Cost Fallacy and Loss Leaders of civic investment. They only “work” in the biggest possible picture.

A new AR and VR based Institute of Texan Cultures in a downtown location near the campus makes sense. Building it up through iterative design makes sense, and the same approach applies to the old Brutalist landmark up against the highway – do it one bit at a time for a collection of different uses.
This is especially true in the world of museums and interpretation – physicality is being replaced by virtuality. The next generation will tour and learn like this, as I noted a few years back.

Don’t repeat the mischief of thinking you know where everything is going, even if that thought stirs your blood.
- The $50 million figure is, as always in these cases, inflated by requiring the entire 182,000 square feet of the building to meet contemporary AAM museum standards. To just rehab it for regular people uses would obviously cost a lot less.
UPDATE: One of the ULI members who evaluated the Institute of Texan Cultures (remotely) was on David Martin Davies’ The Source on TPR today February 24. She said the building was not built to last and was no longer serviceable. She also said the land value was not being optimized. Davies pushed back and asked if it was a “knockdown”. She responded with the great cost of rehab of the entire building, (the mischief of modernism again) and a dig at its style (“it’s in a hole.”).

“A very large, hard to use, expensive building”
Yeah, and I have a large, hard to use expensive city right here – too bad it can’t be redeveloped piece by piece.

Big news last week was the weather, which was a paler shade of last year’s Soviet-style winter, lasting only a day and closing a few roads due to ice. Big news the week before was the State reneging on 7 years of cooperation to steal Broadway back from the City just as it attempted to make it a pedestrian and bicycle friendly thoroughfare. Scuppering a plan approved by over 70% of the voters, the Governor took State Loop 368 back. The buggery of Broadway is just plain cruelty – the “reasons” wouldn’t pass elementary school muster – “97% of Texans drive cars” and “we need to keep as many lanes as possible” which are fictive, flippant, and factually false.

Even the Governor’s big business supporters wrote him a letter saying PLEASE DON’T but the guy can’t pass up a chance to bash a city, especially one that understands how traffic actually works. Adding lanes to deal with traffic congestion is like loosening your belt to deal with obesity.

This is a little like our discussion last time about how the argument that land use regulations suppress housing construction. It kind of makes logical sense. Unless you test it. Or look for EVIDENCE. It seems to make sense that if you add lanes you reduce congestion, but if you test “road diets” they work. If you give people options, they take them. I have ridden my bike up Broadway – sorry, State Loop 368 – faster than driving. If a trip is a mile or a mile and a half, it’s faster on a bike once you factor in parking.


WHAT ELSE? Well, there has been a hullabaloo about tree removal in Brackenridge Park, including nie or ten heritage trees, which are the bigger ones protected by ordinance – which the Governor spent 2017 trying to remove. But this is not about him, it is about trees and the public desire to keep them versus projects – like the restoration of the 1776 acequia and 1877 Pump House No. 1 – that threaten them. Some of the trees are undermining our historic structures, so it becomes a classic tradeoff.

WHAT ELSE? San Antonio College backed off any interest in acquiring the Hughes House on Courtland, owned by the Archdiocese, which thanks to a 2019 law, can demolish it despite any landmarking attempts. They are still taking offers for it. Meanwhile, the erstwhile developers of the 503 Urban Loop building promised a design this week and then did not deliver one, instead offering a legal agreement to document the thing, put up a plaque and then presumably smoke Pall Malls while watching Gunsmoke because how could you get more 1965? I mean, my whole blog two months ago was called “Alternativeless demolition” because the one thing you need to convince people that you should demolish it is A DESIGN.
Dunno what y’all were doing all that time, but it shows.
Fetishizing preservation
There is an article from The Atlantic making the social media rounds titled “Stop Fetishizing Old Homes” written by a planning professor from UCLA. He claims we are fetishizing the aesthetics of old houses when new houses are better in every way. Several people have asked what I make of this. I have a few thoughts:

First, he is mostly deriding construction built in the 1950s and 60s. Being in southern California, he talks a lot about dingbats and how he can hear his neighbors through the walls, etc. Here is the problem of taking 25 years of postwar architecture and making it speak for all historic buildings:
This was the brief window when energy was cheap and windows were single-paned. Yes, the walls were thin and no one cared. Like they cared in 2000. Like they cared in 1928. Like they cared in 1890.

The biggest mistake non-historians make is missing out on the ups and downs of history. They consider history one big bucket with one set of characteristics. When you are talking about old buildings, there are significant shifts in construction technique after 1930 and again in the current century. Heck, there were big shifts in construction in the 1840s.
Buildings considered their thermal qualities very carefully up until 1945, got a little careless in the 60s, and by 1980 they started caring again.

Every Victorian and bungalow had double paned windows. They were called storm windows. Government studies show that pre-1930 buildings thermally outperform those built up to about 2000. Dude should spend a week in Cleveland or Chicago. Oddly, he calls out the Chicago graystone as being the dingbat of its era. I owned a 1906 Chicago graystone for six years and spent the decade afterwards dreaming about it because it was so damn good. Couldn’t hear the neighbors. Steam radiators worked. Built in ice boxes, nice hardwood floors, real plaster everywhere. You CANNOT buy the materials that was made out of. They aren’t for sale anywhere.

His main complaints are lead paint, asbestos and accessibility. We have had three decades of mandated accessibility, nearly five of lead-free paint, and even more since we used asbestos. I am in the process of researching another house, also 1906, which remediated those things in 1990. I remediated those things from my 1898 house. Now they are equivalent to the Dude’s precious new construction except mine has plaster walls that retain their structural stability when they are 75% wet and your piece of contemporary chicanery is made of drywall that fails at 6% wet.

The most interesting aspect of the lead paint, asbestos and accessibility argument is that it is never thought through. Okay – how y’all gettin’ rid of those bad things? See Lead Paint, Asbestos, and Other Excuses here.
A whole section of the article reads like the old “I’ve fallen and I can’t get up” advert, which is neither a sales technique nor a rhetorical strategy you want to emulate.

But even making the argument above might not get through to this guy because, to him, it is all aesthetic. That’s what bothers me most, the idea of fetishization. To me preservation is about history and sustainability. I am not precious. I get bothered by the fetishists. Here are some of my blogs that illustrate that. I get sick up and fed with the idea that what preservation is doing is first of all aesthetic.

It was once, yes, but that was a lifetime ago. Dude considers preservation an aesthetic pursuit either because he is unaware of the last 35 years of the discipline or because he is into zoning, where there are no individuals. (Another blog on that subject here.)
He also resurrects the 12-year old Ed Glaeser canard that preservation and regulation inhibit new development. This argument seems to have logic. It would be better if it had EVIDENCE. Like the 96% of every city in North America that is not affected by landmarks laws???

Plus, how can he call for millions of new buildings? He advocates for an extinction level new construction event. He ignores the environmental cost of new construction, not to mention demolition.

We need to understand that the author is a professor of zoning. In zoning everything is a commodity and houses are like the grains of wheat in a grain elevator – you don’t care where they came from or where they are going. Just how many there are and what grade they are.

Finally, the subhead is about how new construction is better but even he admits what every developer I have every talked to admits easily. New homes are only built to last as long as a mortgage – 30-40 years. I hope you like your carbon diet, Dude!

February 2 UPDATE: I was being generous about saying they would last 30 to 50 years. Look what happened to these NOLA houses in about a dozen years:
San Antonio Preservation Roundup, December 2021, or: Pity the Negligent
The main image here is our 1870 Wulff House, now for sale after 47 years of Conservation Society ownership. We maintain all of our properties with regular maintenance and cyclical maintenance for major systems and features like roofs, porches and facades. We need to be good stewards and set an example. This story is not about us.
A year ago I wrote a blog about how preservation laws and agreements were just being ignored. This week the ongoing story of the Whitt Building took another turn when the owners filed a press release (and a lawsuit) against the city for preventing their demolition of the Whitt Building. The Whitt made news back on Memorial Day Weekend when the City briefly ordered demolition of the structure after the roof collapsed a bit more, only to overrule itself when a structural report and the Historic and Design Review Commission held an emergency meeting to save it.

The story really begins in 1990, when prominent local family who owns the restaurant behind the building, bought the structure, which is a landmark in the Cattleman Square district west of downtown. So….they bought a LANDMARK and then left it out in the rain for 30 years, hoping for the worst. The problem is that this particular building has a concrete structure with mad cred, so much so that the roof does not hold the walls together as it does on many other buildings.

The press release has already had an impact the trailing lawsuit likely can’t match, eliciting sympathy for the poor owners of this eyesore.
Which they bought thirty years ago. WHEN IT HAD ALREADY BEEN A LANDMARK FOR FIVE YEARS. You can see why I don’t have any sympathy – this didn’t sneak up on y’all.
But the press release is timed very well – there is another story about a guy who bought the shotgun house next to his own for the purpose of tearing it down so his kids could play in a bigger yard. Unlike the owners above and below, they were not aware that the building was being considered a landmark. Add the Whitt owners’ press release and the pity party gets some legs.

So maybe this year’s theme is not “Mejor perdon que permiso” but “Feel bad for me, look what I caused” or “Pity the Negligent.” Same story at 503 Urban Loop, which I wrote about last time, owned by ANOTHER prominent restaurant family. We got a tour not long ago and the homeless have taken it over and trashed the inside. They have not trashed the structure, but you got the sense that the tour was meant to make you feel bad for the poor owner, as in the Whitt Building press release.
Dude, I’m old. I’ve seen this muck a thousand times before and you can’t tell me this four-by-four 1883 column is going anywhere.

This is called demolition by neglect. The phrase correctly captures the agency involved – it is the owner’s responsibility, and no amount of press releases (or lawsuits) can paper over that.

Meanwhile in the neighborhoods, out-of-town developers are famous for buying up properties and letting nature do their dirty work. This is the second fire at this house which has been laying fallow due to absentee owners.
I have heard building owners explain how hard it is for them to secure their property.
So why is it still their property?
Call me old-fashioned, but I take responsibility for my property and I feel cheated when others get away with doing the opposite.
Alternativeless demolition
This is the 1911 Hughes house at 312 W Courtland Street in San Antonio. It sits on a corner next to a parking lot and across from the epic and massive Koehler House. And it is up for demolition. Which is understandable, unless you look at it.

It’s pretty. It’s intact. It is a solidly built, eminently adaptable house. Indeed, it has been owned by the Archdiocese for over half a century. They used it for a Catholic student center for most of that time, but now apparently it needs work. LIKE EVERY OTHER HOUSE IN HISTORY.

So, we have an owner who feel they can’t rehabilitate a house they themselves have let go. What is the alternative? Are they going to build a new student center? A parking lot? What is the alternative? Nothing. Just like 503 Urban Loop, our brothel-cum-child care center that is up for designation December 2. The owners originally said they were building a residential highrise, not they are on to the NO ALTERNATIVE PLANS plans.

Does anything say “I’M A FLIPPER” more loudly than a request for demolition with no plan for a replacement?
I remember City Council members back in the 1980s in Chicago saying that they might vote against landmarking something if they saw that what it was going to be replaced with was better. That actually makes sense, because a legislative representative has to look at all the factors, whereas a landmarks commissioner focuses on whether the building meets the criteria for designation.

If you aren’t revealing your plan, you probably don’t have one. In fact, you might just be shilling for the eventual owner, who has convinced you to do the dirty work of getting a demolition permit before they will ink the deal. It happens. But the Tobin Hill neighbors who are upset about the Hughes house are right, and the Council Member needs to have an alternative or he will be approving an Alternativeless Demolition.
Despite four non-profit and neighborhood organizations supporting the designation of 503 Urban Loop, it has its detractors because it is not conventionally pretty from all angles. Some might argue that the homeless are getting in and demolition is necessary. Because demolition solves the homeless issue?
312 W. Courtland is a very nice house so it might have even more friends, and fewer social ills in its Tobin Hill/Monte Vista neighborhood.

No, the real issue at 312 W. Courtland is likely that a potential buyer is asking the Archdiocese to demolish it because, under state law, they can do it UNLIKE EVERY OTHER BUILDING OWNER because they are a church.
The building isn’t a church, of course, which is what the first religious exclusion laws in the 80s focused on. It’s a perfectly good house.

Want to know the funny part?
The Archdiocese is likely getting hosed by the buyer – who is obviously making their offer contingent on the Archdiocese getting the demolition.
How many ways are there to be hosed in this situation?
- The property was never listed for sale, so all of those out-of-state transplants buying big lovely houses three blocks away have not had a chance to bid on this. The Archdiocese is leaving money on the table.
- The demolition and disposal cost on this is going to be high. Tile roofs are lovely, but heavy. Brick is also lovely, and you can’t push it over for $20k. Not a cheap demolition by any stretch. If the Archdiocese pays this bill for the under-the-market buyer, they are again….leaving money on the table.
So, what is the alternative? We don’t know.
Tobin Hill neighbors are asking for a Review of Significance, which you can support by contacting the Office of Historic Preservation, City of San Antonio. Again, State law allows the Archdiocese to prevail over landmarks laws, but let’s at least shine a light on it.

Options, Upgrades and the elaboration spiral
It has been a while since I indulged in a technology rant. Here is one from 14 years ago. Here is an even better one from 10 years ago. And while the intelligent rant to undertake in 2021 would dissect the opioid-like distribution of emotional internet content in an effort to secure money or power via rampant interactive dopamine addiction, I will forego this more worthy endeavor and stick to my grumpy old mannerisms.

I ride a bicycle, and for the last two years I have recorded my rides on Strava, an app on my phone. I started doing this because our health insurance gives us rewards via Go365 – another app – for exercising. Strava records the rides and shares the info with Go365 and if we ride a lot in a given week, we get bonus points. Strava is free, but they have been desperate to convert me and other users into paying customers. What do they offer? More options, upgrades, and most insidious of all – suggesting new routes. I would almost pay NOT to have that.

The problem is, the app already has too many options. I like to know how far and fast I went, and the altitude business is kinda fun, but comparing my Attagirl to McCullough sprint to the rest of the users is stretching the bounds of my attention. If you wanted me to pay for it, you should not have included everything I need (or could ever want) in the free version.
But they are counting on a natural human tendency to get into things. To elaborate. To get more technical, more gadgety. To explore more options. To geek out. To get complex is naturally to get contradictory. I think there is an architecture book about that. It can be nice in the visual arts. When it is technology, i,.e., when it is supposed to be a tool – Not so nice.

I get it a little – I tend to geek out on information. History, historic preservation, the history of zoning (god that sounds boring), art history, even music a little. But basically I am looking for a certain level of competency and involvement, and that’s it.

I made my own beer for 19 years, and then quit. I made it with malt syrup kits for about 18 months and then I graduated to an all-grain system which I used for the next 17 years, occasionally adding hops or coriander seed from the garden. It was kind of elaborate for 1995, but by 2012 I continued to make decent, quaffable suds without any desire to design a hop-back, invest in a counterflow chiller or experiment with Brett or lactose. I had a system and it worked and elaboration was for others.

When someone tells me that an app “does so much more” that is super unappealing. That means it needs me to work more. I am dealing with Blackboard after a 9-year teaching hiatus, and I am told it does lots more. My interest is getting the materials online, attendance and grading, which of course are three separate sections of the app (and in the case of grading a separate app) none of which are named appropriately. Grading? DON’T go to the section called “Grades.” Attendance? DON’T go the section called “Attendance.” Want to the see the Readings listed in the Syllabus and Schedule? DO NOT go to the section called “Syllabus and Schedule.”

Now the old rants are coming back. I resisted digital photography until 2005, partly because I had a “shift” lens on my camera that allowed me to straighten the edges of tall buildings, correcting the perspective of the image. The digital cameras did not do that, but my colleague assured me I could do it in Photoshop. “Oh, Great,” I responded, “two steps instead of one.” Stealing my time, making me do the work instead of the tech. Bad tool!

(HINT: It is NOT engaged by checking the box that says “Perspective”)
I used to do lots of writing for Michelin Green Guides and I can assure you that Word 5.1 was the best word processing program. This is long before “Clippy” or “Grammarly” helped those folks sadly deprived of two of the three Rs to write gooderer. Upgrades – elaborations – ruined it.

Even this damn blog has some wonky new WordPress featurette that forces me to go back to the beginning every time I stop and do something else. This reduces efficiency and makes it take longer – same with the images, which are now impossible to scroll through thanks to the latest upgrades.

But actually, the wonkiness of old and overdesigned apps ENHANCES their appeal to geekdom for the same reasons they annoy the happy novice like me. The point of elaboration is to MAKE IT HARDER, not easier! The geeks who designed it, who troubleshot it, who hack it and who find it fun would NOT find it fun and worth all of their effort if it was intuitive and efficient. As someone said about something else: The cruelty IS the point.
Similarly, when I have to take two (more in 2021) steps to correct the perspective on an image, I am doing more work and the technology is doing demonstrably less, even if, in bits and bytes and sensors, it is doing “more.” Here is where we discover the motive for elaboration and overelaborated technology.

POWER. That is where the cruelty is the point. I remember a discussion with a printer almost 20 years ago about how people were abandoning the offset press for a variety of self-publishing software. He explained it simply.
“People will trade quality for control.”
They will be happy with a less good product if they get to drive it.
They will be pleased with less efficient technology because they “get it” and I don’t.

Just don’t pretend elaboration is progress or upgrades are efficient.
You want to know what is efficient? Stone steps in high jungle. Talk about reducing friction in the 10th century.

San Antonio Roundup September 2021
Over a month since the last blog post, but I have been busy with my new UTSA class on World Heritage Management, as well as lots of regular work. The Conservation Society of San Antonio partnered with Esperanza Peace and Justice Center and the Westside Preservation Alliance to promote 503 Urban Loop as a local landmark. Built as a brothel in 1883, it was home to the famous madam Fannie Porter, who hosted Butch Cassidy and the Sundance Kid there in 1901 (Remember the song “Raindrops Are Falling on my Head”? – based on a San Antonio bicycle as far as we know.)

We have been promoting it as a rare remnant of Laredito, the near West Side Mexican-American neighborhood nearly obliterated by highway construction and urban renewal. Despite the media appeal of the building’s Red Light history, it was owned by the Archdiocese from 1913 to 2017 and served as an orphanage, day care center and community resource under the Carmelite Sisters and later Father Flanagan’s Boys Town. One generation of sinners and five of saints. The Historic and Design Review Commission voted unanimously in favor. The owner wants to develop a high rise there, which is easy enough given the size of the lot and the size of the historic building.

Our Coalition for the Woolworth Building met again this month and recently the Alamo chose architects (Gensler – the biggest) for the new museum in the Woolworth and Crockett Buildings. I will be telling the story of the Coalition for the Woolworth Building next week for the Texas Society of Architects, and the National Trust recently published my story/blog about the nearly 3-year long effort.

We have also started working on a White Paper that will tackle the issue of rampant violations of building permits or work done without permits (or beyond the scope of the permit), which I dealt with in my blog last December “Mejor pedir perdon que permiso”. I recently read about a business owner back in Oak Park, Illinois, who totally built a fence around his business without a permit because he didn’t want to wait a couple months for a permit. This kind of knuckle-dragging personality is appearing everywhere and is seemingly emboldened by the dumbing down of the Zeitgeist. On the plus side, it looks like two of the cases that were in my blog last December, at Labor Street and at Florida Street, both in Lavaca, appear to be following the law now! Wow!

And then we have another building that we would just as soon remove, because it should never have been built in the middle of a park back in 1989. This is in Hemisfair, at the crucial juncture between the sparkling new Yanaguana Garden and Tower Park around Tower of the Americas. It is also adjacent to the Confluence Theater/Wood Courthouse, a superior 1968 structure long on our Most Endangered List.

So, the Park Police were supposed to build a new headquarters just north of downtown, but some public official flubbed the land purchase, so the Park Police did what all good government people do, they started looking around for free land in a public park. This is a tactic almost as old as parks, and I can give you two dozen examples of it in Chicago, with the school in the middle of Washington Park being the most egregious.

Turns out it isn’t just the biggest built intrusion into Hemisfair Park that the police want – they also need 300 parking spaces because because. Oh and bulletproof glass because nothing supports the child-friendly Yanaguana garden development like a fortress! We offered a statement opposing the intrusion. It is not far from the Kusch House, recent beneficiary of a high six-figure grant from Bank of America for restoration.

Meanwhile, the Conservation Society nervously awaits the news about the ongoing construction at Alamo, Nueva, and King Philip Streets around Maverick Plaza. We had been planning A Night In Old San Antonio(R) last year without Maverick Plaza, but the construction on the adjacent streets has a much bigger impact on our event, scheduled for April 5-8, 2022.

Now some good news! The City Manager has reorganized and put a new “Transformation Project Division” under Office of Historic Preservation exec Shanon Miller! This includes Hemisfair, La Villita and many other downtown cultural projects. Shanon is an old friend and super competent, so this bodes well! More culture coming soon!

Well, the parking spaces and bulletproof glass are gone, but it looks like the Park Police will be in that building in Hemisfair. Darn!
Preservation, Technology and Preciosity
Most of my four decade career in heritage conservation has followed the arc away from the preciousness of the museum and toward what my old friend Randy Mason would call “values-centered preservation” – what the new generation calls “human-centered.” Yet the old stereotypes persist. Last Thursday I again heard that preservation meant you had to use the same kind of wood and you had to use only certain paint colors. Fortunately, many in the room realized those two statements were not true in almost every situation, so I did not have to explain it alone.

Twenty years ago I presented my first illustrated rant about restoring and replacing windows. It is the one arena where I exhibit preciosity, but it is also just simple good sense – you can’t make a new window as good as the old ones. The wood doesn’t exist. The rant followed a meeting with a collection of downtown building owners in Chicago who complained that if they were landmarked they would have to replace their windows with wood windows.

Twenty years ago, my reply: IF you can’t keep your original windows, I DON’T CARE if the new ones are wood, metal, graphite or even plastic as long as they look like the original ones. And paint color? There are HOAs that mandate paint color, but generally historic districts and landmarks DO NOT. I used to teach the famous San Antonio case of Sandra Cisneros (originally from Chicago) who got in trouble for painting her house a wild periwinkle color, but she won in court anyway and there are almost no places that regulate paint color, including here.

At The Conservation Society of San Antonio we have approved building grants in historic districts which use modern polymers rather than wood for front porch decking. I saw these products at the Historic Homeowner Fair years ago and I like them for a couple reasons.

Firstly, as with the windows, save the original, dense, fine-grained historic wood if you can. If you can’t, find something that lasts. Modern wood is rarely straight, never dense, and prone to decay. Secondly, this is South Texas where wooden porches are the sun’s favorite snack.

A major goal of heritage conservation is to keep existing structures around by repurposing them for the future. 95% of historic preservation is REHABILITATION – not restoration. There are a few museum structures that should be treated with utmost care and preciosity, but 19 out of 20 times that is not the goal. It isn’t even the goal for “museum” sites. My dear late friend Jim Vaughan wrote a great article in 2008 “Rethinking the Rembrandt Rule” that argued we have to stop treating every item in the museum as a Rembrandt. That is especially a problem in house museums, whose collections would be best preserved if they were NOT in an old building that we are also trying to preserve.

Moreover, if everything is “hands-off” there will be no hands raised when the site needs saving. That’s the point of human-centered preservation. Preservation is a community deciding what elements of its past it wants to bring into the future. AND the best way of doing that.

In the everyday, the prime directive for us is to help buildings, structures and sites survive to the next generation. That generation will have to save them again anyway. And they might decide to restore some to a museum standard. If we save them, even imperfectly, the next generation will have that option.

Diversity, Inclusion and Racial Justice
Since late last year I have been Co-Chair of the Diversity, Inclusion and Racial Justice Working Group, one of four groups comprising the Preservation Priorities Task Force, a joint effort between the National Trust for Historic Preservation and the National Preservation Partners Network. For most of my years (2006-2015) as a Trustee of the National Trust for Historic Preservation, I was Vice Chair of the Diversity Committee and Diversity Task Force. This is an issue that is of profound importance to heritage conservation, especially in the United States.

Diversity is the need to represent the full heritage of a place for the full complement of its communities. Inclusion is the necessity of insuring that every member of every community has a hand in the decision-making of what gets saved, why it gets saved, and how it gets saved. Racial justice is the need to address an imbalance that the historic preservation field helped foster, beginning in the 19th century and continuing into recent memory.

It made matters worse that we focused historic preservation on architectural history, which was the white-manniest of professions until a week or two ago. Moreover, many of the early preservation organizations in the 1920s, including my own, engaged in cultural heritage preservation of minority cultures without any input or involvement from those cultures. Commemoration of the Other simply reinforced power and hegemony.

In June, James Madison’s Montpelier took it a step further and voted to share power with the descendants of those 3,000 American men, women and children who were enslaved at the sixth president’s sprawling home and plantation. You can read about it here. This is ultimately what it is about. When Juneteenth came to Texas 156 years ago, it was followed quickly by sharecropping, poll taxes, and a penal system designed to return recently emancipated slaves into a state of servitude. It is a testament to human resilience that so many rose above despite a multivalent and violent system designed to prevent them from doing so.

What Montpelier did is key, because the only way to achieve Diversity, Inclusion and Racial Justice is to hand power over. This is hard for any institution, any movement, any society. It is like the challenge I wrote about ten years ago as two of my preservation organizations struggled to figure out how to incorporate the next generation. The answer is simple. You hand them the steering wheel and get out of the way.

It has been very rewarding to make some progress in this arena in San Antonio, especially our recent success in saving the 1921 Woolworth Building on Alamo Plaza. It was listed on the World Monument Watch List 2020 in part due to the “underrepresented narrative” of Civil Rights history. That publicity resulted in our finding out that famed sculptor Richard Hunt ate at the Woolworth lunch counter that day.

Our Coalition for the Woolworth Building has been the subject of several presentations and an upcoming article and this fall the Conservation Society will be honored for its “important contributions to to civil rights history in the City of San Antonio” by the San Antonio Branch NAACP. It took centuries for us to get to this place, and the need for reckoning, for Truth and Reconciliation, is still apparent. Bexar County Commissioner Tommy Calvert recently made an eloquent and personal plea to look to San Antonio’s Alamo Plaza as a place to begin that process in the U.S.

There is a long way to go for both society and the heritage conservation field, but at least we are facing in the appropriate direction.
Time and Value
I recently recovered my old coin collection from my parents’ house and it got me thinking about time and value. There is a natural tendency to assume that older things have greater value, but any economic history can disprove that pretty quickly. The value of things fluctuates greatly over time, but we tend to think values go up over time.
Not true.
During my teaching career, I remember having a hard time – before 2008 – explaining to students that real estate values can go down. No one at that time had ever seen that, but as a historian, I had seen it 150 years earlier.

I thought of this when someone posted on an historic preservation forum posted about having to deal with all of these people trying to donate pianos. We get a lot of those here as well, And I actually personally took a piano off someone’s hands in 2006 or 7, only to ditch it a decade later. We think that old things have value, but the fact that so many people are trying to give them away…means they don’t have value. People are trying to give them away.

I love old stuff, but that does not mean it has monetary value. I once had a woman become fairly rude when I explained that we were not going to accept a particular piece of furniture which she intended to have us display in one of our house museums. Her bold and presumptuous intention was met with a realistic collections and donation policy. Now, you might say “But that is where something like this has value! In a house museum!”

Yes, it has educational value there. But its economic value is likely a negative number. Let’s do the math. There are 10,000 Victorian homes around here of which exactly four are museums. That creates a market demand for 4 old pianos, maybe 5. Let’s say that 4,000 of those homes had pianos at one time. Basically we have 3,995 extra pianos, and let’s say, generously, that 500 of them are restored and tuned and used regularly. So now we have 3,495 old pianos and supply and demand says their value is diddley plus squat plus sweet FA, as the English would say.
That’s not even getting into the dismal economics (is that redundant?) of the house museums themselves, which require a pretty massive subsidy to survive as what they are. Your museum admission generally pays about 20% of the cost of keeping those houses. So who is paying the four-fifths and is it worth it to them?

Used, rehabbed houses are not the problem that house museums are. They have use value as well as historic value and they exist in a market where they retain value – because they are used.
But let’s get back to my coin collection. I’m sure Mom was glad to have it gone, and it can’t have much value. It reminded me of a discussion we had at Vogt Auctions in 2019 about how certain items – china, silver service, and probably pianos – no longer have monetary value because demand is gone. They had several experts letting people know that many of their treasured collections were not going to be wanted or kept by their descendants.

That does not mean there are not valuable things – they are just different than the things that were valuable 20 years ago. Mid-century Modern furniture is at a premium. Victorian furniture is on clearance.

Young’uns pay for vinyl, but I’m not sure about those cassette tapes.

It is kinda like fashion – some very strange 70s and Victorian stuff is back in vogue now, like baby doll dresses. Meanwhile I am trying to see if I can skate through a whole decade without acquiring pointy brown shoes. I know, don’t say it – it is illegal and I am in big trouble.
